isMandatory, and complianceReady for every party address. Nothing processed or modified.
Primary endpoint for SR2026 pre-migration assessment.
Ideal for PMPG self-check framework (Grace Period Guide Section 11).
- isMandatory: uses sendingCountry and receivingCountry from context or channelProfile.
- complianceReady: evaluates against SR2026 rules (FULLY_STRUCTURED or HYBRID = true).

Message-level equivalent of EP-07. Submit a complete R-transaction message — ARS
auto-extracts originalExecutionDatetime from XML, evaluates EPC §8.3 exemption
for each address. No address ever modified.
Auto-extraction looks for OrgnlGrpInf/OrgnlCreDtTm and TxInf/OrgnlTxRef/IntrBkSttlmDt.
If exemptionApplicable is TRUE, all addresses accepted regardless of format.
Requires HTTP Message Signature in production.
Processing precedence: channelProfile → processingOptions → context.

under EU Regulation 2023/1113.
Mandate rules:
- OCT Inst: payer address ALWAYS mandatory regardless of EEA status.
- SCT / SCT_INST / SDD_CORE / SDD_B2B: payer address mandatory only if either PSP
is in a non-EEA SEPA country. Payee address always optional. - 11 non-EEA SEPA countries: Andorra, UK, Gibraltar, Vatican City, Monaco,
San Marino, Switzerland, Saint-Pierre-et-Miquelon, Guernsey, Jersey, Isle of Man.
