Address mandate determination under EU Regulation 2023/1113.

EP-16 — Mandate Party Address

Answers: must this party provide an address for this transaction?
Based on payment scheme, party role, and EEA status of payer/payee PSPs
under EU Regulation 2023/1113.

Mandate rules:

  • OCT Inst: payer address ALWAYS mandatory regardless of EEA status.
  • SCT / SCT_INST / SDD_CORE / SDD_B2B: payer address mandatory only if either PSP
    is in a non-EEA SEPA country. Payee address always optional.
  • 11 non-EEA SEPA countries: Andorra, UK, Gibraltar, Vatican City, Monaco,
    San Marino, Switzerland, Saint-Pierre-et-Miquelon, Guernsey, Jersey, Isle of Man.

channelName is required — loads pspCountry, payerPspCountry, payeePspCountry, scheme defaults.
Processing precedence: channelProfile → processingOptions → context.

  • __2 variant (ultimate_debtor, ultimate_creditor, initiating_party):
    TownName AND Country are MANDATORY. FULLY_UNSTRUCTURED is NEVER permitted (REG-05).
  • __1 variant (debtor, creditor):
    Max 3 AddressLines. FULLY_UNSTRUCTURED is permitted until SR2026 cutover (2026-11-22T02:30:00Z) for INBOUND;
    banned OUTBOUND post-cutover.

EP-17 — Mandate Message Party Addresses

Message-level equivalent of EP-16. Evaluates every party address in the message
and returns addressMandatory, addressPresent, and addressCompliant for each.

addressCompliant reflects SR2026 rules regardless of schemeVersion — always forward-looking.
addressMandatory: true + addressPresent: false = compliance gap causing payment rejection.

Processing precedence: channelProfile → processingOptions → context.

Read-only reference data. Cache aggressively — changes only with regulatory updates.

EP-18 — Countries

Returns all countries with SEPA/EEA membership and ISO 3166-1 alpha-2 codes.
30 EEA SEPA countries and 11 non-EEA SEPA countries/territories.
Non-EEA SEPA membership triggers mandatory payer address under EU Reg 2023/1113.
No request body or query parameters. Cache aggressively.
