API providers (VOP / COP)

Verification / Confirmation of Payee services. Address-level checks only — they never own the whole message.

VOP / COP is capped at address-level. A Verification or Confirmation of Payee service checks one beneficiary at a time and never owns the whole message — so it uses only the Party Address API (EP-01–EP-07), and its workflow collapses to pre-check.
